As a pioneer in reform, Shenzhen has implemented innovative strategies to strengthen its position as a "shopping paradise." The instant tax refunds combines "refund-upon-purchase" and "one form, one package," allowing overseas travelers to enjoy an instant 9% VAT refund. Customs clearance has been streamlined to under five minutes.

深圳正以政策温度与创新速度，铺就一条国际消费的“黄金通道”，向世界递出“国际消费中心城市”的闪亮名片。
By implementing user-friendly policies and fostering rapid innovation, Shenzhen is creating a "golden channel" for international consumption, solidifying its role as a global shopping hub.
6月12日下午，深圳市政府门户网站“政企通”在线访谈邀请深圳市财政局党组成员、副局长杨江涛做客直播间，杨江涛副局长围绕“优化离境退税政策扩大入境消费”相关政策和深圳市创新落实举措，与企业代表进行交流，听取网友的相关意见和建议。
On the afternoon of June 12, Shenzhen Government Online conducted the “Government-Enterprise Online Interview” and invited Yang Jiangtao, Deputy Director of the Finance Bureau of Shenzhen Municipality. He shared insights on "optimizing the departure tax refund policy to boost inbound consumption," discussed Shenzhen's innovative measures, and addressed feedback from businesses and online participants.

政策红利：
真金白银的“消费礼包”
Seamless Shopping, Simplified Refunds
离境退税并非新鲜事物，但深圳的实践却充满了“敢为人先”的锐气：
While departure tax refunds are not new, Shenzhen's approach marks a major leap forward.
即买即退，秒级到账：一改传统模式需离境时才能申请退税的繁琐流程，境外旅客在深圳指定试点商店购物后，即可现场办理退税，约9%的退税款（增值税11%减除2%代理服务费）即时落袋为安，退税流程“丝滑”，商品如“打九折”，提升旅客购物体验感。
Instant Refunds, Real-Time Credit: Tax-free stores now process refunds on the spot. Overseas travelers receive approximately 9% back instantly (11% VAT minus a 2% service fee). Previously, VAT rebates were only available upon departure.
门槛亲民，上限提升：单日同家商店购物满200元人民币即可申请退税，大幅降低退税门槛。现金退税额度上限提升至2万元，退税额超过2万元的，以银行转账方式退税。退税额未超过2万元的，可自行选择退税方式。如果采取“即买即退”方式，只能以现金方式退税。
Lower Threshold, Higher Refund Limit: Shoppers can now claim refunds with same-day, single-store purchases as low as RMB 200, making tax-free shopping more accessible. The cash refund cap has been raised to RMB 20,000, with larger amounts processed via bank transfer for security. Refunds below RMB 20,000 allow travelers to choose cash, card, or mobile payment. However, the "refund-upon-purchase" option only permits cash refunds for immediate liquidity.
海陆空全覆盖，全国唯一：深圳已设立覆盖海、陆、空三种类型的离境退税口岸，包括文锦渡口岸、宝安国际机场、蛇口邮轮母港三个离境退税点，其他陆路口岸的退税点也在加速建设中。
Nationwide-Unique Multi-Port Coverage: Shenzhen has established tax refund points at all major sea, land, and air ports, including Wenjindu Land Port, Bao'an International Airport, and Shekou Cruise Home Port. Additional land port facilities are under construction to expand access.

The city’s tax refund reforms are powered by this groundbreaking convenience solution.
流程优化，效率倍增：购物时，商店使用标准化密封袋将商品与对应的退税申请单封装一体；旅客离境时，海关仅需核对密封包完好无损及单据信息，验核时间从平均10分钟压缩至5分钟，通关效率翻倍。该流程被央视《新闻联播》报道，在商务部全国离境退税工作推进会上作经验分享，其创新价值获得高度认可。
Faster Processing, Smoother Experience: Tax-free shops seal purchases and rebate forms in standardized tamper-proof bags. At customs, officers only verify bag integrity and document consistency—cutting verification time from 10 minutes to 5 and doubling efficiency.
科技赋能，国货闪耀：该模式特别适配以深圳优质电子产品为代表的“国货潮品”。目前，金光华广场、深圳湾万象城、深圳万象城作为首批试点，大疆无人机、华为终端、歌力思与玛丝菲尔服饰等品牌广受欢迎。数据显示，“国货潮品”业务量已占该模式业务总量的60.4%。
Popular Domestic Brands: Pilot stores like King Glory Plaza, Shenzhen Bay MixC, and Shenzhen MixC feature leading tech brands such as DJI, Huawei, Ellassay, and Marisfrolg. Domestic products account for 60.4% of refund volumes.
风险可控，体验优先：针对密封包可能破损的担忧，政策亦有周全考量——密封包因不可抗力导致破损，海关将启用常规验核模式，确保旅客权益不受影响。
Risk Control, Traveler Protection: Rigorous safeguards address potential tampering concerns. If bags are damaged due to force majeure, customs follows standard verification to protect travelers' interests.

港人北上与国货崛起的
“双向奔赴”
Cross-Border Travel Boom Fuels Domestic Sales
港人北上跨境消费热潮叠加240小时过境免签等入境便利政策，深圳离境退税业务迅猛增长。2024年，退税业务办理4274笔，商品销售额4.05亿元，同比分别增长7.5倍、11.28倍。
In 2024, Shenzhen processed 4,274 tax refunds totaling RMB 405 million in sales—year-on-year increases of 7.5x and 11.28x, respectively. This surge was driven by Hong Kong residents' cross-border spending and policies like the 240-hour visa-free transit.
今年一季度，数据更是亮眼：
According to the statistics of Q1 2025:
退税规模大幅增长，退税业务办理2945笔，商品销售额1.83亿元，同比分别增长3.7倍、1.5倍。
2,945 refund cases, generating RMB 183 million in sales—up 3.7x and 1.5x year-on-year.
国货潮品销售增速明显，大疆、华为等国货潮品业务量占全市退税业务量比重达18.9%，与2024年同期（2%）相比大幅提升。
Domestic brands like DJI and Huawei accounted for 18.9% of refund cases, a sharp rise from 2% in 2024.
香港旅客是主要享受政策群体，港人北上消费热情高涨，香港旅客办理离境退税业务2568笔，占全市业务办理笔数比重87%，同比增长3.9倍。
Hong Kong residents, the primary beneficiaries, processed 2,568 refunds (87% of the city’s total), up 3.9x year-on-year.

深圳的离境退税创新，远非终点！
“云退税”引领智慧升级：深圳正加速构建“指尖上退税”与“云服务退税”体系，未来将支持现金、移动支付、银行卡等多种退款方式，实现“秒退税”“零等待”。退税进度实时可查、系统数据互联互通，将进一步优化用户体验。
"Cloud Refunds": Shenzhen is developing integrated "Tap-to-Refund" mobile and cloud systems for instant cashless reimbursements via mobile payment, card, or cash. The new infrastructure will enable real-time VAT reclaims with progress tracking and seamless data integration.
全域布局激发消费潜能：政策将紧密联动各辖区商业定位，科学规划退税商店布局，优化“购物-游览”动线设计，推动特色消费场景与退税服务深度融合，持续打造消费新热点、新体验。
Strategic Store Expansion: The city is aligning cultural/commercial hubs with tax refund services to create new shopping hotspots.
机制优化扩容服务生态：企业准入门槛持续放宽（纳税信用等级降至M级），备案流程压缩（缩至5个工作日）。深圳正积极遴选第二批退税商店，并计划引入更多退税代理银行，通过良性竞争提升整体服务水平。
Service Improvements: Tax credit requirements for businesses have been lowered to Class M, with registration shortened to 5 working days. More refund shops and banks are being added for convenience.
温馨小提示
境外旅客，是指在我国境内连续居住不超过183天的外国人和港澳台同胞，才可以退税；
免税商品、已开封商品不支持退税；
购买退税商品后出境再入境，应依规向海关主动申报纳税；
“即买即退”需持可预授权的信用卡，并在购物后17天内离境。
Tips:
·Eligible travelers: Foreign nationals and Hong Kong, Macao, and Taiwan residents who haven’t stayed on the mainland for over 183 consecutive days.
·Non-refundable items: Duty-free goods and unsealed/opened products.
·Re-entry with refunded goods requires customs declaration
·For instant refunds, travelers must have a pre-authorizable credit card and depart within 17 days of purchase
